Project: Consultations in our city

The project has a research and applied character and concerns social consultations conducted by municipal offices with residents. Nearly 300 cities in Poland responded to the invitation to participate in the project. In the study, we are interested in the quality of the process of gathering knowledge about social needs, preferences and opinions on projects that determine the direction of local development. The project is to support local government institutions in the preparation and implementation of consultations by increasing their effectiveness and usefulness. The project had three stages:

  1. A survey aimed at collecting information on the process of preparing and implementing social consultations in Polish cities (N=300).
  2. A debate aimed at finding out the needs of officials regarding tool knowledge in the field of preparation and implementation of public consultations (N=80).
  3. Planning and designing consultations in selected cities in relation to the project indicated by local government institutions (N=10).

We propose a simple consultation quality index along with the methodology of its calculation based on data collected in the survey; It allows not only for comparisons between voivodships, but also for indicating which elements of the preparation and implementation of social consultations need special support.
The survey, as well as group debates with the participation of representatives of city halls, were carried out using online tools;
