Project „inDialogue”

The project “New perspectives for dialogue: a model of deliberation and IT tools for social inclusion in decision-making processes” is a joint venture of the Centre for Deliberation of the Institute of Sociology of the University of Warsaw (project leader), Warsaw University of Technology, Association of Polish Cities, Polish Forum of People with Disabilities, Free and Open Source Software Foundation and the MIT Promotion Studio. We hope to build a broad coalition of institutions and organizations that will cooperate with us to achieve the goals of the project. The project will be implemented in 2014-2017.

The aim of our project is to develop a model of social dialogue and innovative IT tools that will enable its implementation. The result of our activities will be the creation of new products, proposing specific services and developing procedures relating to the process of social consultations.

  • The products include a model of deliberation, an online platform enabling social dialogue and online consultations, as well as training materials and instructions on the process of conducting social consultations.
  • The services include preparation of information materials, training of beneficiaries, pilot use of the Internet platform and providing expert support, including providing specialist knowledge in the field of public policies and conducting monitoring and evaluation of consultation processes.
  • The procedures concern the process of preparing, implementing and reporting social consultations using IT tools and refining the functionality of these tools through their ongoing testing and improvement.

The project responds to the need to improve the quality of public consultations through their more careful preparation, combining issues related to the area of social sciences with those from technical sciences. At the same time, it takes into account the need for continuous learning and the promotion of knowledge-based dialogue.

It refers to the diagnosed deficit areas in terms of knowledge about tools and methods of dialogue in a comprehensive and integrated manner, taking into account all stages of preparation and implementation of consultations. Among other things, the special needs of people with disabilities regarding communication tools are at the center of the project’s focus. The developed model of deliberation, including procedures consolidated by the use of specific tools and IT functionalities, is to support the task-oriented nature of consultations. The tools we have prepared should help to reduce the costs of conducting public consultations, which is particularly beneficial in a situation where the revenues to the budgets of local governments are declining.

The project “New perspectives for dialogue: a model of deliberation and IT tools in decision-making processes” is financed by the National Center for Research and Development under the “Social Innovations” programme.
